A VAT pilot in Shanghai, Beijing next?

The China Briefing News Service has a couple of interesting items on the VAT reform in China. Shanghai kicked off a pilot project in the transport and certain modern service sectors, and is expected to benefit 120,000 businesses in the area. Recently, the Beijing municipal government submitted its application to start a similar pilot project. China Briefing writes that the added value of the service industry in Beijing takes up over 75% of the GDP of the area, the highest nationally.
